The Hillsdale Police Department assigns criminal investigations to the Detective Bureau. The Detective Bureau is manned by Detective Sergeant Francaviglia and Detective Sergeant Farrell. DSG. Francaviglia handles all adult criminal cases, while DSG. Farrell directs the Juvenile Aid Bureau investigating those cases involving juvenile suspects/defendants.
The Detective Bureau's responsibilities include general investigation; surveillance; interrogation; evidence collection and management; and Megan's Law Registry. The Detective Bureau receives a variety of criminal complaints throughout the year. As well, DSG. Francaviglia is responsible for following-up a variety of cases that originate with investigations started by the Patrol Division, such as frauds, narcotics, and burglaries.
The Juvenile Aid Bureau investigates and disposes of all juvenile matters handled by the police. Juvenile cases can range from curfew or smoking violations to serious criminal charges like mischief and burglary. Typically, these cases initially begin with uniformed officers from the Patrol Division. As a matter of procedure, they are turned over to the Juvenile Bureau for follow-up. In addition, DSG. Farrell works closely with DYFS for those incidents involving mistreatment and neglect of children. DSG. Farrell also assists S.R.O. Kavanagh, the HPD's School Resource Officer , with cases involving the juvenile high school students.
